When Stephen T. Gieringer took the helm of Neighborhood Housing Services of Greater Berks (NHS) in 2017, the organization held approximately $4 million in assets and a mission rooted in service.
What followed was not incremental growth — it was a deliberate transformation. Today, NHS stands at over $25 million in assets, operating as a high-performing Community Development Financial Institution (CDFI) and a recognized leader in scalable, impact- driven lending.
Gieringer approached affordable housing with a private-sector mindset: capital must move efficiently perform consistently and produce measurable outcomes. Under his leadership, NHS has delivered homeownership opportunities to more than 1,500 families while maintaining a portfolio performance exceeding 97 percent. The result is a model that proves low- to moderate-income lending, when executed with precision, is not only sustainable — it is investable.
That philosophy led to the creation of the Community Workforce Fund (CWF), a homegrown social impact private equity fund engineered to solve the capital constraints that have historically limited affordable housing. The CWF is not charity — it is disciplined, purpose-driven capital deployment.
